<br />The City of Fountain will strive to development non-potable groundwater <br />sources for large irrigation projects within its service boundaries. Along with <br />developing these sources the Utilities Department will develop a non-potable <br />Rate structure as part of Fountain's Tariff. <br /> <br />Monitoring and Evaluation <br /> <br /> <br />A review of the use of non-potable and reclaimed waters will be performed <br /> <br /> <br />annually to determine the effectiveness of these programs. Similar to <br /> <br /> <br />industrial and commercial use, a trend analysis of account water usage <br /> <br /> <br />should be used to determine program efficiency. <br /> <br />V. Distribution system leak repair <br />Fountain regularly tracks and calculates the difference between the water it <br />has pumped and the water it has sold. Fountain has a goal of less than a <br />five-percent difference. If a larger difference occurs, Fountain uses leak <br />detection equipment (Fisher, Model XL T-201 to pinpoint the leak and <br />immediately follow up with repair of the leak. By regularly tracking and <br />calculating water pumped and water sold, Fountain is able to detect leaks <br />within a short time of occurrence, thus potentially saving large amounts of <br />water. In addition the Water Department also has an ongoing program to <br />replace old cast iron mains with PVC mains and copper service lines with <br />polyethylene service lines. <br /> <br />The City continually evaluates and upgrades its Water Distribution System <br />Design and Construction Specifications to minimize the potential for <br />development of leakage and other water losses in the distribution system. <br />Specific attention has been given to the use of materials, which are not <br />subject to corrosion and leakage. In addition, construction specifications <br />have been adopted and will be continually evaluated to minimize the <br />potential for system component failure. <br /> <br />The City of Fountain Water Department will develop an efficient system <br />flushing program whereby maintenance of high quality, potable water to the <br />customers is a primary concern while at the same time, minimizing the use <br /> <br />water conservation Plan - City of Fountain <br /> <br />page 7 <br />
