Regulatory measures <br />The City of Fountain has adopted the nationally accepted plumbing fixture <br />standards adopted by the 1992 Energy Policy Act, the Uniform Plumbing <br />Code, and the Pikes Peak Regional Building Code, All fixtures installed in the <br />City of Fountain must be of the low flow variety as denoted in Section I <br />above. <br /> <br />Monitoring and Evaluation <br />Will be conducted as in Section I of the City of Fountain Water Conservation <br />Plan. <br /> <br />City Ordinance 785 9 1, 1988 encourages the use of low water-requiring <br />plants. This ordinance also requires landscaping to be in accordance with <br />the Recommended Plant List of the City of Fountain for all multi-family, <br />commercial, and industrial developments, as well as requiring a pre-approved <br />landscaping plan. <br /> <br />Monitoring and Evaluation <br />Will be conducted as in Section II of the City of Fountain Water <br />Conservation Plan. <br /> <br />IX. Incentives to implement water use efficiency techniques <br />Fountain meters all water usage and believes that the metering of water in <br />conjunction with the new inclining block water rate structure will be <br />incentives for customers to conserve water. It has been previously <br />demonstrated by other water districts that water metering may be the best <br />deterrent to excess water use in the home environment.
