<br />VII. Water rate structures
<br />At one time, Fountain had a flat rate structure based on meter size. For
<br />each meter size, there was a minimum monthly flat charge. For example,
<br />for a 1 JI,-inch meter, the customer was charged for a minimum of 13,000
<br />gallons, even if the customer used less. If the customer used more than the
<br />minimum amount, the charge was $1.65 for each additional 1,000 gallons
<br />of usage. Fountain realized that this water rate structure did not lend itself
<br />to promoting water conservation.
<br />
<br />On June 14, 2001, Fountain implemented an inclining block structure that
<br />was designed to promote water conservation. The following tables
<br />summarize Fountain's water rates as of June 14, 2001.
