<br />6. Innovative features and anticipated benefits: <br /> <br />These have been discussed above. Briefly. the project is innovative in that it is a new <br />way of addressing efficiency in water supply and use. The benefits include assurance of <br />municipal supply at reduced cost. continuation of Colorado's important agricultural sector <br />with minimal economic and environmental disruption. and efficient use of our !lmlted water <br />resources. <br /> <br />The options program is. by its very nature. a community involvement program. It will <br />not be decided by the District and imposed by fiat on water users: rather. the voluntary <br />participation of water users will shape and define the program. <br /> <br />7. Agencies participating in the program: <br /> <br />The participating agencies are the District and its Municipal Subdistrict. Whlle the two <br />are separate entities. they share the same board of directors. which will facllltate coordination <br />of efforts. <br /> <br />The relationship of the District and Subdistrict is that of client and contractor. the <br />District staff performs work for the Subdistrict and bllls the Subdistrict at the standard rates. <br /> <br />8. Project completion time: <br /> <br />The District expects to complete work under the grant. and formally adopt guidelines <br />for the options program, within one year from the time the contract is signed.
