<br />Attachment A <br /> <br />Consuhantsenrtces <br /> <br />Task 1: <br />Initial meetings with Distrtct staff to review Distrtct and Subdistrtct operations as they <br />relate to implementation of a dry-year options program, and work done to date on development <br />of a dry-year options program. <br /> <br />Consultant time -- 2 days <br /> <br />Task 2: <br />Research and preparation of background report on use and implementation of dry-year <br />options, including general considerations and Information on programs in other locations, <br /> <br />Consultant time -- 7 days <br /> <br />Task 3: <br />Initial meetings with C-BT allotment holders and Windy Gap members to Inform them <br />generally about dry-year options and solicit their comments on implementation of such a <br />program for the Distrtct. Informational materials would be prepared for distrtbution. <br /> <br />Consultant time u 5 days <br /> <br />Task 4: <br />Preparation of more specific Information. including a questionnaire to identifY <br />prospective participants in the options program. and a second round of meetings with <br />Subdistrtct municipalities and with agricultural water users willing to participate in the <br />options program. These sessions would pin down specific issues to address in program <br />guidelines. <br /> <br />Consuhant time u 6 days <br /> <br />Task 5: <br />Preparation of formal report and recommendations for Implementation of the dry-year <br />options program. <br /> <br />Consultant time u 5 days <br /> <br />Task 6: <br />Preparation of program guidelines. <br /> <br />Consultant time u 5 days <br /> <br />The consultant will be responsible for Tasks 2 and 5. Other tasks will be handled <br />jointly by the consultant and by Distrtct staff. <br /> <br />Grant monies in the amount of $12,000 are requested to cover an estimated 30 days of <br />the consultant's time (at $50 per hour), plus expenses.
