5. EducationlDissemination of Water Conservation Information

The Water Department works with local schools and other agencies to provide infonnation as
requested on water conservation. Water Treatment Plant tours are available upon request. Water
conservation literature is made available in the water billing office at City HalL

6. Water Rate Structure

The City of Lamar Water Department currently uses a rate system that has a minimum charge
dependent upon the water meter size and a uniform block rate structure after the minimum
allowance for gallonage is exceeded. The rates are higher outside the city limits than inside.

7. Regulatory Measures - Standards, Laws, and City Ordinances

The City Water Department operates under all applicable American Water Works Association
(A WW A) Standards, United States and Colorado State Laws and Regulations, the Uniform
Building Codes (UBe), and City of Lamar Ordinances. (See Appendix A for excerpts
concerning water conservation issues.) It is intended that stricter enforcement of these laws,
rules, and regulations will take place in the future.

8. Incentive Program

The Water Department currently has no plans to develop an incentive program for developers of
new units or for customers in existing units that may wish to retrofit existing homes or
businesses. Although these measures would decrease the amount of water consumption per
capita or per unit, it would not be cost beneficial to the Water Department to pursue at this time.

3.3 Cost Benefit Analysis

It is currently anticipated that this water conservation plan implementation will be cost-effective
in the long term. The projected savings and/or benefits are expected to justify the resources
(money, staff, equipment) required to implement it. In the future, if another approach costs less
or offers greater savings, the plan will be amended.
