<br />The objective of this water conservation program will be to reduce water use but it is unclear at <br />this time how many acre-feet will be conserved as we are unable at this time to quantify the <br />results. We are, however, hopeful that water consumption per capita or per unit will decrease in <br />the future as a result of the mandating of the 1992 Energy Policy Act and the implementation of <br />the overall water conservation plan. <br /> <br />3.2 Conservation Measures <br /> <br />I. Low Water Use Fixtures and Appliances <br /> <br />The Water Department relies on the 1994 Unifonn Plumbing Code (UPC) as enforced by the <br />City of Lamar Water Developmental Services Director. The code requires that all indoor water <br />using fixtures, showerheads, toilets and faucets meet the requirements of the 1992 Energy Act. <br />The Water Department will consider retrofitting all water fixtures and appliances in the City of <br />Lamar Library or another existing building. All new water use fixtures and appliances will <br />conform to the 1994 UPC standards. <br /> <br />2. Efficient Landscape Irrigation <br /> <br />The City of Lamar is currently examining and implementing an efficient water sprinkler system <br />within public areas. Xeriscape landscaping will be important for Lamar in times of water <br />shortages and/or in times of growth when more demands will be placed on the potable water <br />system. <br /> <br />The City plans to sponsor workshops provided by the State of Colorado Forest Service and the <br />Colorado Tree Coalition. These workshops will cover topics such as pruning, the effect drought <br />has on insects and disease attacking trees, and xeriscaping techniques. <br /> <br />3. Water Reuse Systems - Potable and Non-potable <br /> <br />Potable reuse systems are very expensive and usually do not become an important part of <br />planning until supply and demand are nearly equaL This is not the case in Lamar. <br /> <br />Currently, the City of Lamar utilizes part of the shares of Fort Bent Ditch water for non-potable <br />irrigation purposes. <br /> <br />Recent growth and the majority of all future expansion will be in areas that ditch water is not <br />available. Therefore, additional irrigation demands will be imposed upon the potable water <br />system in the future, which makes the xeriscape landscaping important in Lamar. <br /> <br />4. Leak Detection and Repair <br /> <br />Toilet and sprinkler system leaks are the major causes for leaks after the water meter. The Water <br />Department shares with its customers, upon request, infonnation regarding the use of food <br />coloring for toilet tanks and assists customers either over the telephone or in person at the site <br />with questions regarding possible leaks on a sprinkler system. <br />
