<br />This guide will speak to ownership rights, as well as issues of water resource <br />management and conservation, and the importance of a healthy river system for <br />maintaining water quality" <br /> <br />Implementation <br />The guide is being researched, compiled, written and produced by the Thlluride <br />Institute in collaboration with the Thlluride Times-Journal as an eight page <br />newspaper insert. It will be distributed regionally at no cost" A water conference <br />on the upper basin will be convened in conjunction with an exhibition on water <br />resource management and conservation tools and methodologies, following <br />publication of the guide. <br /> <br />A key product of the conference will be the development of an options paper <br />outlining conservation and management measures appropriate to this region and <br />situation which can be adopted by local governments. <br /> <br />Community Involvement <br />Preparing the guide for publication will include interviewing a broad cross- <br />section of the community" The Upper San Miguel Basin Conference and <br />Exhibition is planned specifically to engage the community in developing an <br />options paper for conservation and efficiency guidelines, Activities with the public <br />school and environmental and community associations will be developed as the <br />project nears completion, <br /> <br />Evaluation <br />Success of the project will be evaluated by the extent of community involvement <br />and participation, as well as adoption and enforcement of options paper <br />recommendations by local governments, <br /> <br />It is expected that any quantifiable change in water use would result only by <br />change in government regulation or metering by water providers which will be <br />addressed by this process in the options paper for the region, <br /> <br />A team of technical advisors will also act as project evaluators, <br /> <br />-3- <br />
