Identified conservation opportunities were based on <br />Denver Water criteria along with ordinances and codes set forth by local, state, and <br />federal governments. This included: <br />o Plumbing codes <br />o Recommended rates of water use (particularly with irrigation and cooling towers) <br />o Once through cooling as defined by Denver Water's Operating Rules <br />o Water waste <br /> <br />e. Cost/Benefit Analvsis, This was the most important portion of the report. Summarized <br />in table format; attributed costs and savings for implementing conservation measures <br />along with the retum on investment was figured for water, sewer, and energy if applicable. <br />Table 1-2 below shows attributable utility rates.
