The
District treatment facilities are situated to take all sources of water
through the Left Hand Ditch system.

The Left Hand Water District maintains a water bank which is comprised
of Left Hand Ditch Company Shares, C-BT units and Windy Gap water
purchased by the District. Most of these shares are assigned to tap
holders, and some are held in reserve, with one share or unit of water
assigned to each residential tap holder.

LEFT HAND DITCH COMPANY

The District owns (as of Dec. 31, 1995) 2,882 shares of the Left Hand
Ditch Company (Ditch Company) which entitles it to direct flow
diversions from Left Hand Creek plus diversion of water stored in Ditch
company reservoirs. A comprehensive agreement with the Ditch Company
allows for storage and winter creek flow in the Left Hand Ditch system
through an exchange of C-BT water and limits on the yield per Ditch
Company share for the District use.

NORTHERN COLORADO WATER CONSERVANCY DISTRICT

The alternative sources for the District come from the Northern Colorado
Water Conservancy District (NCWCD). For all District taps serviced
outside the historic Left Hand Ditch irrigation area, one unit of C-BT
project water or Windy Gap water is required for service. As of
Decemb_er _& 1995, the District owned 5,092 units of C-BT and 100 acrE!-
feet of Windy Gap Water.

RESERVES

The District maintains a policy of having in reserve sufficient water
rights to serve each tap during a period of drought, when actual yields
of water units may be low. These reserves are purchased in excess of
the one unit or share required to serve taps in a typical year, and are
limited by policies of the District, the Ditch Company and NCWCD.

3
