<br />A ballot initiative has been approved by the Westminster City Council that will be <br />presented to the voters in November, 1996. This ballot item is to extend the existing <br />Open Space sales tax for an additional 20 years and to allow open space lands to be <br />acquired with debt financing. It is hoped that a goal of a total of 15% of the total area of <br />the City can be acquired as open space. This open space land will not be irrigated but <br />instead remain. in its natural state, thus reducing future water demand by several <br />thousand acre-feet per year. <br /> <br />C. Water Efficient Industrial and Commercial Water-Using Processes <br /> <br />The GIS program that is being developed as part of the joint water management study <br />with the Home Builders Association, surveys from the Reclaimed Water Preliminary <br />Design study and industrial pretreatment records can be used to identify commercial <br />and industrial users that might be using significant amounts of process water. After <br />these users have been identified, contacts can be made and assistance offered on <br />increasing water use efficiency and an offer made to utilize reclaimed water for process <br />Water where water quality and cost factors indicate that such an application would be. <br />cost-effective. <br /> <br />D. Water Reuse Systems <br /> <br />The City recently completed a $165,000 preliminary design of a nonpotable water <br />reclamation project. The Westminster Water Reclamation Project could reclaim up to <br />3,700 AF of water from the City's Big Dry Creek Water Reclamation Plant. This water <br />would be used for irrigation of City parks and golf courses, non-city owned golf courses <br />and commercial and industrial users. A public information effort is underway and will <br />determine the level of public acceptance and lead to final design. 'The Westminster <br />Reclaimed Water Project could be providing up to 1,100 AF of non-potable irrigation <br />demands by 1999. See. attachment B for information on this project. . <br /> <br />E. Distribution System leak Repair and Leak Detection <br /> <br />In 1993, the City purchased leak detection equipment. This equipment was utilized to <br />confirm suspected leaks. Int9R5. tbelElak detection program was expanded to a full- <br />time effort of seeking out leaks. If a leak is discovered during the routIne monitoring, a . <br />field crew is dispatched to repair the water line. <br /> <br />F. Dissemination of Information <br /> <br />As noted in Section III, The. City of Westminster provides Water Awareness <br />presentations that are made to local elementary schools' and displays at malls and <br />public facilities during Water AWareness Week. Xeriscape Seminars are also offered for <br />free through the Department of Parks', Recreation and libraries. Information that is <br />developed through the HBA Joint Water Management System Study and the Reclaimed <br />Water Project Final Design will be disseminated to the public through the channels <br />described in VA above. <br /> <br />8 <br />
