PUBLIC INFORMATION AND CITIZEN COMMUNICATIONS <br /> <br />Water conservation measures that could be implemented within the City of <br />Westminster should be designed to address water use by all classes of water <br />users in the City from residential to commercial/industrial and irrigation. Citizen <br />participation is also desirable to achieve a wide acceptance of any potential <br />measures to be implemented. Citizen and other water user participation on this <br />plan were solicited through the numerous City communication tools including: <br /> <br />. City Edition, the City's citizen newsletter distributed to all Westminster <br />households eight times per year. <br /> <br />. City Link, another City publication which is mailed to 750 community leaders <br />every other week. . . <br /> <br />. The City.of Westminster Cable Access Channel. <br /> <br />. Notices provided at neighborhood COG meetings. Community Oriented <br />Governance (COG) is an outreach effort of the City to develop community <br />partnership at a neighborhood level to provide community members a more <br />localized forum to discuss and resolve City and neighborhood issues. <br /> <br />The City of Westminster Home Page on the Internet at http://ci.westminster.co.us/. <br /> <br />VI. WATER CONSERVATION ACTION PLAN <br /> <br />A. Water Efficient Fixtures and Appliances. <br />. 'i, <br /> <br />The City has had a low flow plumbing ordinance in effect since 1976. As part of a joint <br />$140,000 study with the Home Builders Association (HBA Joint Water Management <br />System Study) that is currently underway, the efficacy of additional water efficient <br />fixtures and appliances will be evaluated with a demonstration project. Ten ultra water <br />conserving homes will be constructed this year with extensive data-logging of water use <br />to be conducted next summer. These homes will be monitored and compared to similar <br />homes in the same development to determine which measures are cost-effective. See <br />attachment A for additional information on this study. Recommendations will be made <br />upon completion of this study. <br /> <br />B. Low Water Use Landscapes and Efficient Irrigation <br /> <br />In addition to. the extensive irrigation efficiency measures that have taken by City <br />facilities (see section Ill-C), as part of the HBA Joint Water Management System Study, <br />soil moisture sensors and low water using landscaping may be installed and monitored <br />in the 10 ultra water conserving homes. This study will determine the cost-effectiveness <br />of expanding the program to additiona'.new construction. <br /> <br />,"". <br /> <br />7 <br />
