<br />Since the implementation of the water conservation rates and low flow plumbing <br />code in 1976, the City has undertaken a series of additional water efficiency and <br />water conservation activities. These include: <br /> <br />\ <br />} <br /> <br />. Installation of two weather stations to collect evapo-transpiration (E-T) <br />data that are utilized by the City's Parks Division in a computerized <br />irrigation sCheduling program to schedule irrigation at City parks, Legacy <br />Ridge golf course and other City facilities. <br /> <br />. Installation of computerized irrigation controls at City Park and Legacy <br />Ridge Golf Course that allow for automatic and remote control of <br />irrigation to increase efficiency. <br /> <br />. Rain sensors on all 130 irrigation time clocks for City Parks and City <br />facilities that shut off irrigation during significant precipitation; <br /> <br />. Water Awareness presentations that are made to local elementary <br />schools and displays at malls and public facilities during Water <br />Awareness Week. <br /> <br />. Xeriscape Seminars are offered for free through the Department of <br />Parks, Recreation and Libraries. <br /> <br />. Ongoing Leak Detection Program. <br /> <br />. Ongoing Meter Testing and Calibration Program. <br /> <br />D. Analysis of Existing -\{'/ater Conservation Efforts <br /> <br />The City of Westminster has successfully implemented water conservation and <br />water efficiency programs over the past 20 years. Water pricing has been <br />shown to be very effective in achieving efficient water use. As a result of the <br />water conservation water rates, the City has realized one of the lowest <br />residential water use rates in the metropolitan area. <br /> <br />The leak detection and meter testing and calibration programs have reduced <br />unaccounted for water, commonly termed system losses fo an average of 5 to <br />7% of total water production vs. an industry average of 8 to 12%. <br /> <br />Analysis of water savings by the Parks Division as a result of the installation of <br />the weather stations, computerized scheduling and rain sensors is underway. <br /> <br />Additional increases in water' use efficiency will be more difficult to achieve and <br />may result in resistance from water users. In 1993, the City changed its. <br />residential water rate structure to a very aggressive 4 tiered water conservation <br />rate. The previous summer rates were: <br /> <br />$1.61 per 1,000 gallons for 0 to 13,000 gallons <br /> <br />5 <br /> <br />. \ <br />
