All City accounts <br />utilizing treated water, including parks, are metered and pay the commercial rate. <br /> <br />Water and Wastewater Tap Fees are charged at rates designed to ensure that <br />new growth pays for its share of water resources and water and wastewater <br />treatment capacity that are required to meet the demands of new growth. Single <br />family detached water tap fees are currently $8,300 with the wastewater tap fee <br />$1,500. <br /> <br />C. Existing Water Conservation Measures <br /> <br />The City of Westminster has implemented comprehensive water conservation <br />measures since 1976, when it was one of the first municipalities to: <br /> <br />. Implement an increasing block rate water conservation pricing structure <br />for residential water users. <br /> <br />. Meter and charge all water users including City. Parks and construction <br />water users.. <br /> <br />. Modify the Municipal Building Code to require low water plumbing fixtures <br />in all new development. <br /> <br />4 <br />
