Citv ordinance to set low-water use fixture standards

Status: City Code 14.04.500 establishes plumbing fixture standards, and City Code
14.04.480 requires conformance with the standards in all new construction orremodeling.
Hbwever, they need to be revised to meet Federal regulations. Current City and Federal
standards are as follows:

The US Energy Policy Act of 1992 applies to the manufacture (rather than installation)
of residential fixtures beginning January I, 1994. Once the existing inventory of higher
volume fixtures is used, they will not be available for sale.

Implementation: Revise City Code in 1996 to meet federal standards.

Restricted waterim! davs

Status: City Code 14.04.450 establishes water restrictions to be enacted as needed by
resolution of the City Council. The restrictions call for alternate day watering between
the hours of 5:30 p.m. and 10:00 a.m. This watering schedule is dated and conflicts with
current recommendations to water every 3-5 days between 8:00 p.m. and 8:00 a.m. (to
reduce evaporation and avoid potential wind). Watering restrictions should address and
be determined by the specific reason for implementing them.

Implementation: Revise ordinance in 1996 to delete "alternate watering days between
the hours of 5:30 p.m. and lO:OO a.m.." Add "Watering frequency and schedule to be
determined by Water(Wastewater Utilities Director."
