As of early 1998 (and because 1997 was a very wet <br />year) the District cannot quantify the effect the new rates had had on water <br />consumption. <br /> <br />6, Information Dissemination: Approximately every quarter the District produces <br />a newsletter for all residents and businesses in Cherokee's service area. The <br />newsletter almost always contains tips on efficient water usage and any changes <br />in irrigation policies the Board has approved. <br /> <br />7, Regulatory Measures: During 1997 Cherokee enacted two irrigation regulations <br />as water conservation efforts. No watering was permitted between 9:00 a,m, <br />and 6:00 p.m, and even numbered houses watered on even days; odd numbered <br />houses on odd days, Cherokee's Board leveled fines for violations of these <br />regulations. Because of the cost and the public's confusion, the odd-even <br />watering will not be in effect in 1998. Beginning June 1 and ending September <br />30, no watering will be permitted between 9:00 a,m, and 6:00 p.m, <br /> <br />8. Customer Classes: The District's customer base includes approximately 4,012 <br />residential taps, 229 commercial and 43 other types of taps, <br /> <br />9, Water Efficient Industrial & Commercial Processes: The District has <br />investigated its two large water users and both have modified their operations <br />to reduce overall water consumption. The District has not found it economically <br />feasible to offer rebates at this time. <br /> <br />SECTION 3. CONSERVATION MEASURES <br /> <br />- . <br />3.1 Role of Water Use Efficiency <br /> <br />Through education, demonstration and regulation the District wants its <br />customers to understand the uses and extreme value of water in the semi-arid <br />climate of Colorado. Although the Board would hope that voluntary measures taken <br />by its customers would be enough to instill personal action to conserve water, <br />However, years of experience has shown that some customers require pricing and <br />regulation to achieve a given level of water conservation. <br />
