<br />V. Distribution system leak repair <br />As previously mentioned under section III, the <br />City of Craig concentrates a major effort in controlling the <br />waste of water from leaking pipes and fixtures. Over the <br />past 9 years, the City has systematically replaced miles of <br />known problem water mains as part of a multimillion dollar <br />plan to improve water reliability to the customer. This <br />commitment to serving the customer and replacing older or <br />potential leaking water mains is currently budgeted and is <br />part of the 10 year capital improvement plan of the City of <br />Craig. Controlling the waste of processed finished water is <br />the front line defense in curbing the expense of providing <br />water to the customer. Professional leak detection surveys <br />are completed every 7 or 8 years and are scheduled for 2000 <br />and 2001. <br /> <br />VI. Dissemination of information <br />As previously mentioned, The City of Craig <br />encourages the public to visit the demonstration site of <br />xeriscaping located at the wastewater treatment plant and to <br />research water conservation techniques at the Moffat County <br />Library. Information is generally transferred by word of <br />mouth and by articles appearing in local and national media. <br />Interest generated in water conservation is becoming wide <br />spread throughout America as water continually becomes more <br />expensive and scarce to the average consumer. <br /> <br />VII. Water rate structures <br />Within the corporate limits of the City a $12.20 <br />debt service charge per dwelling unit along with a <br />consumptive fee of $1.00 per 1000 gallons of water used is <br />charged on a monthly bases. Outside of the corporate limits <br />of the City the debt service is $24.40 and the consumption <br />rate remains at $1.00 per 1000 gallons. The City Council is <br />responsible for setting the water rates in accordance with <br />the City Charter Article III, Section 2, Subsection 3(i) as <br />necessary to properly maintain the system. <br /> <br />VIII. Regulatory Measures <br />As per Section III, The City of Craig maintains <br />ordinances and fines for the waste of water and the waste of <br />water due to leaky service line connections to the City <br />water mains. The city of Craig enforces these codes and will <br />continue to eliminate any known wastes of water existing <br />within the system. <br /> <br />IX. Incentives to implement water use efficiency <br />techniques <br />At this time the City of Craig has no plans to <br />provide incentives for water savings methods taken by the <br />customers of the water system. with ample ability to supply <br />all the necessary water to the customers, it is good <br />business for the City to sell as much water as possible to <br />generate revenues for the department. <br /> <br />Page 6 <br />
