These fIxtures, largely available in all home improvement <br />and hardware stores prior to 1994, consisted of 3.5 gallon toilets, 3 gallon per minute <br />showerheads, and 2.5 gallon per minute faucets. In addition, many non-conserving showerheads <br />and faucets manufactured in this country were also available. <br /> <br />New plumbing standards proposed for the District are based on criteria established under <br />the Federal Energy Policy Act of 1992. Through this act, legislation mandated the manufacture <br />of ULV toilets and fIxtures in the United States effective January 1994. As a result, fixtures <br />manufactured in this country which are available in home improvement centers and hardware <br />stores meet the Energy Policy Act criteria. This measure helps to ensure that these fIxtures are <br />used for new construction within District service boundaries. <br /> <br />Conservation criteria for indoor plumbing are as follows: <br /> <br />The maximum water use for any fIxture, when measured with a flowing water pressure <br />of 80 pounds per square inch, is as follows: <br /> <br />Showerheads <br />Lavatory faucets <br />Kitchen faucets <br />Kitchen aerators <br />Metering faucets <br /> <br />2.5 gallons per minute <br />2.5 gallons per minute <br />2.5 gallons per minute <br />2.5 gallons per minute <br />0.25 gallons per cycle <br /> <br />The maximum water use allowed, in gallons per flush (gpt), for water closets and urinals <br />is specified as follows: <br /> <br />Gravity tank-type toilets <br />Flushometer tank toilets <br />_ _ J~l~tr.oJIl~hanical hydrnnlic.toi1ets <br />Blowout toilets <br />Urinal <br /> <br />1. 6 gpf <br />1.6 gpf <br />- -- - L.4 gpf- - - <br />3.5 gpf <br />1.0 gpf <br /> <br />In addition, the regulation will also encourage the voluntary installation of the following: <br /> <br />· Low-water-use dishwashers and clothes washers <br />· Insulated hot water pipes <br />· Minimized hot water pipe runs <br /> <br />The feasibility of converting to UL V fIxtures has been scrutinized in recent years. <br />Studies have shown that these fIxtures have no significant adverse impacts on the perfonnance <br />of sewer laterals and the sewage treatment plant, provided the plant is designed to handle higher <br />concentrations of organic loadings. In fact, the Marcy Gulch Treatment Plant is designed to <br />effectively treat higher organic waste strength and reduction in flows may extend the useful life <br />of the existing facilities. <br /> <br />,.1...Ni(7 <br />
