Disseminate water conservation information including landscaping guidelines to all <br />new customers. <br />. Consider offering customers home leak detection by request. <br /> <br />Rate Structures <br /> <br />. Continue to expand the spread between the District's inverted block rates to further <br />promote water conservation. <br />. Consider establishing wastewater rates based on winter water consumption. <br />+ Reconsider the flat rate structures established for large water irrigators. <br /> <br />Regulatory Measures <br /> <br />. East Cherry Creek Valley Water and Sanitation District is a Special District formed <br />under the provisions of the State statutes which do not permit the District any <br />police powers. Therefore, the District has no authority to adopt regulatory <br />measures but rather must rely on encouragement to reduce water consumption. <br /> <br />Incentives <br /> <br />+ <br /> <br />The District does not presently plan to offer any monetary incentives to implement <br />water use efficiency techniques.
