<br />EXHIBIT A <br /> <br />1. Scooe of Services <br /> <br />The Project involves three elements of a water conservation program to assist residents in reducing water demand. Due <br />to future water rate increases, the Contractor is currently seeking conscIVation measures to implement to assist customers. <br />Throughout each element of the Project, the Contractor will develop and provide news releases and articles to the local <br />paper. The Contractor will also develop and print publicity to encourage citizen participation in applicable elements of the <br />Project. <br /> <br />The first element to the Project involves the conversion of the town well exclusively for irrigation use. The conversion will <br />provide a more efficient means of park irrigation by minimizing water loss through transmission and avoiding use of <br />domestic surface water. The Project will include water efficient rain sensing devices to avoid irrigation on rainy days or days <br />with high soil moisture. A water meter win be installed to monitor water use for analysis. <br /> <br />The second element of the Project will provide indoor water efficient devices for all residents' kitchen and bathroom <br />fiXtures. The Contractor win subcontract labor to install devices. The Contractor will publicize the availability of devices <br />and schedule appointments. Winter household water use will be monitored to evaluate savings resulting from device <br />installation. <br /> <br />The Project includes a third element to educate the public. The Contractor will develop and distribute a quarterly <br />newsletter and brochures to local citizens. Two public forums will be scheduled and will include displays of water <br />consetvation products from area vendors and water conservation presentations. Elementary children will be targeted for <br />distribution of educational literature in the classroom. SUlVt)'S will be distributed at these forums to evaluate attendance <br />and citizen attitudes. <br /> <br />The Contractor will complete a Final Report which will include evaluations and water savings results from each of the three <br />Project elements. The Final Report shall include a project summary, discussion of parties involved, method of <br />implementation, <br />water use comparisons and analysis, project findings and results. This Report will conclude project results and will seNe <br />as information to be shared with other Colorado communities. <br /> <br />2. Proiect Time of Performance <br /> <br />The Project will commence on July 20, 1992, or upon full and proper execution of this Contract. <br /> <br />This Project will be completed on or before June I, 1994. However, the Project time of perfonnance may be extended <br />subject to the mutual agreement of the State and Contractor. A written request for extension shall be submitted to the <br />State by the Contractor at least thirty (30) days prior to June 1, 1994, and shall include a full justification for the extension <br />request. <br /> <br />Page 1 of 2 Pages <br />
