Ilo.." <br />,,".' <br /> <br />.' <br />.... .!:;:" . <br /> <br />" <br /> <br />". <br /> <br />INTRODUCfION ' <br /> <br />The purpose, of "the Water Demand Management Committee, as stated in City Council <br />resoiution 90-24, is to reView the current policies and practices of the City regarding water <br />demand management, and to make recommendations regarding any suggested changes. <br /> <br />The committee has now completed decisions regarding the implementation of metering. At <br />the committee's March 5, 1991 meeting, the Utility staff was directed to begin the reView <br />ane! recommendation process for demand management strategies, other than metering. This <br />was to be accomplished by completing the first four steps of the program development <br />procedure described in the Demand Management & Water Conservation (2/14/91) report. <br />These steps include: ,(1) establishing goals, (2) developing as necessary, and applying, a <br />locale-specific database, (3) developing a list of potential demand management measures, <br />and (4) narrowing down the list by appiying stated criteria. <br /> <br />The intent of this memo is to carry out that request, thereby proViding a framework to begin <br />discussing specific demand management strategies. <br /> <br />PROPOSED POLICY STATEMENT <br /> <br />The Demand Management Committee, recognizing that: (1) there is a fundamental need <br />to be efficient in the use of a limited and Vital resource; (2) water conservation should be <br />an integral part of the long term water supply management program; and (3) the <br />implementation of additional conservation practices will help assure continued reliable short <br />and long term supplies of high quality, reasonably-priced water; does hereby endorse the <br />following goals, objectives and strategies. <br /> <br />PROPOSED GOALS <br /> <br />For th~.!lIP.9.s~s. of thi~ repor:t,-.goa.ls.aFe-eefmed-as-UJUau imemioriS:-06Jectives -carry the <br />process one step further, by identifying specific target areas. Objectives are usually <br />quantifiable and time-specific. Finally, strategies are the specific measures taken to meet <br />the objectives. <br /> <br />The suggested goals for the City's water demand management are as follows: <br /> <br />1. Project a water conservation "ethic" by initiating or intensifying the City's activities <br />that demonstrate a commitment to conservation. <br /> <br />2. Reinforce and strengthen the community's awareness of the importance of using water <br />efficiently. <br /> <br />1 <br />
