<br />'. ........_~.~..-....._- _.~......_,................'.'~..,.,.............,.~............. <br /> <br />~ - <br /> <br />- '"''-''''' 'I~;'.," <br /> <br />(2) To undertake, in cooperation with the state <br />engineer, the division of water resources, the direetor of the <br />department of natural resources, and such other interests as <br />may be affected, a needs analysis and feasibility study of a <br />Colorado river decision support system. The Colorado water <br />conservation board is hereby authorized to expend not more <br />than ninety thousand dollars ($90,000) from the Colorado water <br />conservation board construetion fund for the purposes stated <br />in this subseetion (2). The Colorado water conservation board <br />shall report to the general assembly in 1993 on its <br />recommendations for the implementation of a Colorado river <br />deeision support system. <br /> <br />(3) To act in cooperation with the division of water. <br />resources, the state engineer, and the direetor or the <br />department of natural. resources, and initiate the eollection <br />and purchase of water resources data upon which a decision <br />support system may be based. The Colorado water conservation <br />board'i s hereby authorized to expend not more than two hundred <br />sixty~two thousand dollars (S262,000) for the purposes stated <br />in this subsection (3). <br /> <br />SECTION 11. Fort Lyon transfer study authorization. <br />The Colorado water conservation board is hereby directed to <br />undertake an analysis of the alternative approaehes to and the <br />results of the transfer of agricultural water supplie? from <br />the Fort Lyon eanal eompany to alternative uses. The Co1orado ~ <br />water conservation board is hereby authorized to expend not <br />~ more than one hundred thousand dollars (S100.000) from the <br />Colorado water eonservation board construetion fund for the <br />purposes of performing the study and preparation of a report <br />thereon. <br /> <br />SECTION 12. Out of basin water transfer issues sco in <br />study authorization. 1) The Colorado water eonservation <br />board is hereby authorized to undertake a seoping analysis of <br />the statewide results of the transfer of water resources 'from <br />the basin of origin for use in another basin. In undertaking <br />the analysis the board shall consult with the Colorado water <br />resources research institute and shall determine through <br />.public discussion the extent of interest in and support for a <br />." subsequent thorough investigation. The scoping process shall <br />consider but shall not be limited to the following: <br /> <br />(a) The determination of the adequacy of current water <br />law to protect the holders of water rights affeeted by a water <br />transfer; <br /> <br />(b) The results of establishing conditions on the right <br />to Sill and transfer water rights; <br /> <br />(c) Thesustainability of agriculture under conditions <br /> <br />PAGE 8-SENATE 8ILL 92-87 <br />
