<br />'. <br /> <br />if any, as may be justified by reason of ordinary fluctuations <br />in construetions costs as indicated by the engineering cost <br />indiees applieable to the types of construetion required for <br />eaeh project or as may be justified by reason of changes in <br />the plans for a projeet if those ehanges are required by final <br />engineering drawings and specifications or by federal, state, <br />or loeal governmental requirements. <br /> <br />(3) Contracts entered into by the Colorado water <br />conservation board pursuant to see~ion 37-60-119 (2), Colorado <br />Revised Statutes, for loans to enable the construction of the <br />projects speeified in subseetion (1) of this seetion shall. be <br />subject to the repayment periods and total repayments set <br />forth therein; except that the total repayment for a project <br />shall be adjusted to reflect any changes in the amount loaned <br />by reason of subsection (2) of this seetion. Pursuant to <br />section 37-60-120 (1). Colorado Revi sed Statutes, '. the board <br />shall require terms and conditions in sueh eontracts as will <br />ensure repayment of funds made ava i1 ab 1 e by it. The board <br />shall not disperse any moneys for any loan authorized by <br />subsection (1) of this section unless and until it is' <br />satisfied, in its sole discretion, that the reeipient of any <br />sueh loan will be able to make repayment pursuant to the terms <br />and conditions established by the board and by subsection (1) <br />of this seetion. <br /> <br /> SECTION 7.
