<br />proposed facilities and contracts as described in section
<br />37-60-119, t0gether with an analysis of said facilities and
<br />contracts proposed by the board. Said report shall also
<br />include a list of said proposed facilities and eontracts in
<br />order of priority suggested by the board; the proposed
<br />eontraet terms between the state and the federal government,
<br />any politieal subdivision of. tl)e state, any person, or any
<br />corporation; and a comment by the board as to how the proposed
<br />project wi 11 carry out the state water poTiey.

<br />SECTION 6. Project authorization. (1) Pursuant - to
<br />section 37-60-122 (1) (b), Colorado Revised Statutes, the
<br />Colorado water conservation board is hereby authorized to loan
<br />moneys to enable the construetion of the following water
<br />resources projects:

<br />(2) The Colorado water conservation board may make loans
<br />for _ the eonstruction of the projeets specified in subseetion
<br />(1) bf this section from such moneys as are, or may hereafter
<br />become, available to the Colorado water conservation board
<br />construction fund. Said loans shall be in the amounts listed
<br />in subseetion (1) of this section plus or minus such amounts,
