AT BETWEEN ZERO AND SEVEN PERCENT ON THE BASIS OF THE PROJECT
SPONSOR'S ABILITY TO PAY AND THE SIGNIFICANCE OF THE PROJECT
TO THE DEVELOPMENT AND PROTECTION OF THE WATER SUPPLIES OF THE
STATE. Any sueh Charges so collected shall be eredited to and
made a part of the Colorado water conservation board
eonstruction fund.

(3) TO PROMOTE THE EFFICIENT MANAGEMENT ANO OPERATION OF
AGRICULTURAL AND MULTIPURPOSE WATER SYSTEMS, THE BOARD. IS
AUTHORIZED TO EXPEND UP TO FIVE HUNDRED THOUSAND DOLLARS AS
DEMONSTRATION GRANTS ON A FIFTY PERCENT COST SHARING BASIS FOR
PROJECTS TO IMPROVE WATER MANAGEMENT OR TO REDUCE" THE
OPERATIONAL COSTS OF SUCH SYSTEMS. THE BOARD SHALL REPORT
ANNUALLY, AS PART OF THE REQUIREMENT UNDER SECTION '37-60-122,
ON THE STATUS OF ACTIVITY UNDER THIS PROGRAM AND ON THE
RESULTS OF COMPLETED DEMONSTRATIONS.

SECTION 4. 37-60-121 (1) (b) (I) and (1) (b) (II),'
Colorado Revised Statutes, 1990 Repl. Vol., are amended to
read:

investioations - contributions - use for auomentino the
oenera 1 fund. (1) (b) In the consideration of maki ng
expenditures from the fund, the board shall be guided by the
fo]lowing criteria:

(I) A~~F8X~ffiate~y--tw8-tR~Fas THE FIRST PRIORITY of the
moneys available to the fund shall be devoted to. projects
which will increase the beneficial consumptive use of
Colorado's UNDEVELOPED compaet entitled waters; .

(II) The balance of the moneys available to the fund
shall be devoted to projeets for the repair and rehabilitation
of existing water storage and delivery systems AND FOR
INVESTMENT IN WATER MANAGEMENT ACTIVITIES AND STUDIES AS
PROVIDED IN SECTION 37-60-119 (3);

SECTION 5. 37-60-122 (1) (a), Colorado Revised Statutes,
1990 Repl, Vol., is amended to read:

37-60-122, General assembly aooroval. (1) Funds in the
Colorado water conservation board construction fund shall be
expended in the following manner and under the following
circumstances:
