<br />FORMULATION, INTERSTATE NEGOTIATIONS, AND WATER MANAGEMENT
<br />WITHIN THE STATE.

<br />37-60-119. Construction of water and Dower facilities -
<br />eontracts with and eharoes aoainstusers. (1) In order to
<br />promote the general welfare and safety of the citizens of this'
<br />state AND TO PROTECT THE ALLOCATION OF INTERSTATE'WATERS TO
<br />THE STATE, the board may, subject to the provisions in section
<br />37-60-122, construet, rehabilitate, enlarge, or improve, or
<br />loan moneys to enable the construetion;' rehabilitation,
<br />enlargement, or improvement of, such flood" eontro1, ,water
<br />supp 1y, and hyd!"oe 1 ectric energy, ~acHi ties, exc1udi ng
<br />domestic water treatment ahd distribution '. systems, together
<br />with related reereational faei1ities, in whole or in part, as
<br />wil" in the opinion of the board, abate floods or conserve,
<br />effect more effieient use of, deve-,op'd:"or;;,proteet the water
<br />and hydroe1eetric energy resourees and supplies of the state
<br />of Colorado, In carrying out such program, the board is
<br />directed to place speeia1 emphasis upon' the adoption and
<br />i neorporation of measures which will encourage the
<br />eonservation and more efficient use of water, including the
<br />installation of water meters or sueh' ot~er measuring and
<br />control devices as the board deems appropriate in each
<br />particular case.

<br />(2) The board may, subject to the provisions in section
<br />37-60-122, enter into contractS for the use of, or to loan
<br />moneys to enable the eonstruetion, rehabilitation,
<br />en 1 argement, or improvement of, said flood, control, water,
<br />power, and any related recreati ona 1 faei1 iti es, exc1udi ng
<br />domestic water treatment and distribution systems, with any
<br />aoency or political subdivision of this state or the federal
<br />government, with individuals, with eorporations, or with
<br />organizations eomposed of citizens of this state. Any such
<br />conftracts may provide for such charges to the using entity as,
<br />in the opinion of the board, are necessary and reasonable to
<br />reeover the board's capital investment, together with
<br />
