Requires each planning jurisdiction, in its master plan, to <br />designate its urban service areas, Specifies the purposes of <br />an urban service area, <br />Specifies, in addition to urban service areas, other <br />categories ofland to be divided by the planning jurisdiction <br />in its master plan, In the case of counties, in addition to <br />land designated as urban service areas, requires a division <br />of land into the categories of land availabIe for nonurban <br />uses, naturally productive land, and conservation and open <br />space land. In the case of municipalities, requires a division <br />ofland into naturally productive land and conservation and <br />open space land, besides land designated as urban service <br />areas. Further divides land within an urban service area <br />into urbanized and urbanizing land. Specifies various <br />requirements governing the designation of the different <br />categories of land. <br />Authorizes local governments, special districts, utilities, and <br />other entities that provide an urban service to enter into <br />urban service agreements with respect to lands included <br />within an urban service area, or that might be included in <br />the future, for the purpose of specifying, among other <br />things, which of the entities shall be providing certain <br />designated services within such area. Specifies the factors <br />to be considered by the parties in establishing an urban <br />service agreement. <br />Requires a local planning jurisdiction to establish a land <br />market monitoring system in which the local planning <br />commission periodically reviews progress in the jurisdiction <br />toward achievement of the goals established in the <br />jurisdiction's master plan. <br />In connection with requirements in the Act pertaining to <br />annexation: <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Prohibits a municipality from annexing land unless such <br />land has been designated as part of the municipality's urban <br />service area or is so designated consistently with the <br />annexation. <br />Prior to consideration of any preliminary application by a <br />county planningjurisdiction for subdivision or development <br />approval that includes urban growth of any land that has <br />been designated as an urban service area by a municipal <br />planning jurisdiction, where the land that is the subject of <br /> <br />-5- <br /> <br />148 <br />
