Specifies periods within which a planning jurisdiction shall <br />adopt a master plan based upon its population. Specifies <br />that the jurisdiction may adopt its master plan earlier than <br />that required under the Act. <br />. Authorizes any local government that has previously <br />adopted a master plan to continue to operate under any <br />provision of the plan that complies with the Act. Requires <br />a local govemment to conform such plan through <br />amendment to its terms. Provides that a planning <br />jurisdiction may adopt its master plan in stages. Provides <br />that a master plan may incorporate separate plans by <br />reference. <br />. Requires that prior to approval of the master plan a <br />development application shall be processed in accordance <br />with the planning jurisdiction's existing master plan, ifany, <br />and existing land development regulations. <br />. Requires each planning jurisdiction to adopt regulations <br />governing adoption of its master plan and any subsequent <br />amendment to the plan. Specifies procedures to be <br />followed in connection with adoption or amendment of the <br />plan. Specifies the form and manner of public notice to be <br />given in connection with the commencement of any <br />proceedings to create or amend the plan. <br />. Requires the governing body of a planning jurisdiction to <br />conform its land development regulations and programs so <br />they are consistent with the master plan. <br />. Specifies that adoption and approval of a master plan shall <br />not constitute a rezoning. <br />. Requires each planning jurisdiction to establish procedures <br />to periodically review and update its master plan within a <br />specified period. <br />. Provides that a planningjurisdiction may apply to the office <br />of smart growth for a grant out of the Colorado heritage <br />communities fund for assistance in preparing a master plan. <br />In connection with requirements of the Act pertaining to the <br />preparation and content of a master plan: <br />. Authorizes a planning jurisdiction to undertake specified <br />studies relevant to required or optional eIements included in <br />the master plan. <br />. Speci fies the purpose of the master plan. <br />. Specifies certain elements required to be included within <br />the master plan. <br />.
