Requires the regional plan to establish a certification <br />procedure by which counties and municipalities within the <br />planning area submit to the regional planning commission <br />any proposed comprehensive plan or amendment to such <br />plan. <br />. Requires every master plan adopted by any local planning <br />jurisdiction located within the region to be supportive of <br />and consistent with the goals, elements, strategies, and <br />determinations contained in the regional plan, <br />. Provides that, if any region fails to adopt a regional plan <br />within the period specified in the Act, no county, <br />municipality, or special district within the region shall be <br />eligible to receive state transportation moneys for local <br />transportation projects or any moneys disbursed by the state <br />for planning purposes until a plan complying with the Act <br />has been adopted in the region, <br />. Provides that a regional plan that has been adopted is <br />binding on all participating local govemments located <br />within the region. Provides that, if a master plan of a local <br />planningjurisdiction within the region is not in compliance <br />with the master plan, the planning jurisdiction shall not be <br />eligible to receive state transportation moneys for local <br />transportation projects, moneys disbursed by the regional <br />planning commission, or any moneys disbursed by the state <br />for planning purposes, <br />. Provides procedures for the amendment of the regional <br />plan. <br />. Provides that intergovernmental agreements concerning <br />land use planning or to which a local government is a party <br />may be made mutually binding and enforceable on a <br />long-term basis. <br />In connection with requirements in the Act pertaining to planning <br />by local governments: <br />. Requires the governing body of each planning jurisdiction <br />that has not previously established a planning commission <br />to designate and establish a planning commission before a <br />specified period. <br />. Requires the planning commission of each planning <br />jurisdiction to submit to the governing body of the <br />jurisdiction a master plan that satisfies the requirements of <br />the Act.
