Describes the contents of the elements required to be
included in the regional plan.
. Requires the regional plan to establish a certification
procedure by which counties and municipalities within the
planning area submit to the regional planning commission
any proposed comprehensive plan or amendment to such
plan.
. Requires every master plan adopted by any local planning
jurisdiction located within the region to be supportive of
and consistent with the goals, elements, strategies, and
determinations contained in the regional plan,
. Provides that, if any region fails to adopt a regional plan
within the period specified in the Act, no county,
municipality, or special district within the region shall be
eligible to receive state transportation moneys for local
transportation projects or any moneys disbursed by the state
for planning purposes until a plan complying with the Act
has been adopted in the region,
. Provides that a regional plan that has been adopted is
binding on all participating local govemments located
within the region. Provides that, if a master plan of a local
planningjurisdiction within the region is not in compliance
with the master plan, the planning jurisdiction shall not be
eligible to receive state transportation moneys for local
transportation projects, moneys disbursed by the regional
planning commission, or any moneys disbursed by the state
for planning purposes,
. Provides procedures for the amendment of the regional
plan.
. Provides that intergovernmental agreements concerning
land use planning or to which a local government is a party
may be made mutually binding and enforceable on a
long-term basis.
In connection with requirements in the Act pertaining to planning
by local governments:
. Requires the governing body of each planning jurisdiction
that has not previously established a planning commission
to designate and establish a planning commission before a
specified period.
. Requires the planning commission of each planning
jurisdiction to submit to the governing body of the
jurisdiction a master plan that satisfies the requirements of
the Act. Requires the governing body to review and
consider the plan submitted by the planning commission.
