<br />the application is eligible on the date of the annexation for
<br />annexation, requires the county to make an initial
<br />determination of eligibility for annexation and to refer the
<br />landowner to first seek annexation by the municipality
<br />before the application may be considered by the county. If
<br />the municipality gives notice of its intent to annex such
<br />land, specifies that the process for obtaining approval of the
<br />development application shall be govemed by the
<br />municipality's master plan, regulations, standards, and
<br />procedures and any approval granted by the municipality
<br />shall be binding on the county.
<br />In connection with any development application in any
<br />unincorporated area that is within the urban service area of
<br />a municipality, authorizes counties that have entered into
<br />intergovernmental agreements with municipalities to adopt
<br />by reference the municipality's uniform development
<br />standards and requirements where the development or
<br />redevelopment contemplated by the development
<br />jurisdiction is likely to impact the municipality.
<br />Specifies that the Act shall not be construed as giving any
<br />county authority to adopt by reference the development
<br />standards of a particular municipality in connection with
<br />territory located outside the urban service area of the
<br />municipality.
<br />In connection with requirements in the Act pertaining to
<br />development applications, requires each planning jurisdiction to
<br />promulgate regulations governing the schedule it will use to process and
<br />make a final decision with respect to any development application.
<br />Requires the schedule to ensure that development applications within an
<br />urban service area are processed in an expedited manner. Requires the
<br />schedule to establish deadlines for specified types of applications.
<br />Specifies that maximum processing times shall be tolled in specified
<br />situations.
<br />In connection with rules concerning development applications
<br />within an urban service area:
<br />. Requires each local planning jurisdiction to establish
<br />criteria to evaluate development applications for growth
<br />within an urban service area.
<br />Provides that any allocation or designation of land uses,
<br />densities, or intensities within a specified area by a local
<br />planning jurisdiction in a local master plan or any
<br />amendments to the same shall be presumed to apply to
<br />site-specific development applications for urban growth
<br />within the specified area. Provides that, with respect to
<br />criteria other than uses, densities, or intensities, a
