A DNR COLORADO
'
CO  Colorado Water
~~~=  Conservation Board
Department of Naturaf Resources
1313 Sherman Street, Room 718
Denver, CO 80203
Memorandum
To: Greg Johnson, Water Supply Planning Section Chief
From: Kevin Reidy Et Ben Wade
Water Supply Planning — ---'
Date: November 9, 2018
Subject: Water Efficiency Grant Fund Recommendation for the City mf4iarnmsa
Recommendation:
The Water Supply Planning staff recommends that Greg Johnson, Section Chief,
approve a Water Efficiency Grant to update a Water Efficiency Plan in the amount of
$29,969 for the City of Alamosa.
Summary of Grant Application
The City of Alamosa is a non-covered entity in the Rio Grande Basin that pumps groundwater
from seven wells for its supply. Alamosa's average retail delivery has been under 2,000 acre-
feet per year since their last Water Efficiency Plan from 3007. Over the next five years,
Alamosa will continue to approach covered entity status as their population is estimated to
increase 2% per year.
An initial goal of the Plan is to lower the residential per capita water demands to 100 gallons
per day per person, equal to a four percent reduction. Another initial goal the City is
targeting is a 10'20% reduction in overall system water use including the water they sell to
East Alamosa Water 6 Sanitation District, from implementation of the proposed Water
Efficiency Plan, equal to a 200-400 AF reduction over the planning period.
The total cost of the project is $39,968' Alamosa is committing 25% matching funds in
the form of $5,468 of in-kind services and $4,531 in cash. CWCB staff has reviewed and
evaluated the grant application and has determined that the proposal meets or
exceeds the CWCB guidelines for reviewing grant proposals. Attached is the internal
checklist used to evaluate the application.
Attachment: Evaluation Checklist
