further guidance for the State and design considerations. No major obligations take place in FY-14. Mark
Wernke
Paonia Reservoir—Paonia Project(CRSP Participating)— Sedimentation study to develop alternatives to
maintain or prolong reservoir capacity. WCAO has entered into a Service Agreement with the TSC for a
$212,000 scope of work. Work includes sediment surveys, sampling, upstream and downstream evaluations,
and development various alternatives. USGS has installed automatic sediment samplers. TSC has completed
river survey below Paonia Reservoir. Bathymetric survey of entire reservoir completed week of June 10th. TSC
crunching numbers, will develop a new Area Capacity Table. Work is in progress. May need additional
funding to pay for USGS sediment monitoring. TSC has spent$116K to 8-1-13. Received draft Data
Collection Technical Memorandum on Paonia Reservoir, Muddy Creek, and North Fork on January 14,
2014. A conference call was held on March 11,2014 with Kent Collins TSC, Cory Williams USGS. The
data collection report should be final this week and the one-dimensional sedimentation transport model
should commence the week of March 17th. Tom Fowlds, TSC-Kent Collins.
2014 Proposals
Animas La Plata Gaging Station—ALP (CRSP Participating)—WCAO has completed preliminary design work
pursuant to previous ALP commitments. Work to be completed by Weminuche Construction Authority under a
contract modification. Tyler working with State, Tribe and District. Mod to 638 Contract. Modification
executed,pre-construction meeting scheduled for June 2, 2014,work to proceed(and likely completed) in June.
Received easement modification by Tribe to allow additional access and equipment within existing easement
Working on agreement with State to O&M the instrument. Received executed agreement with La Plata County
to allow work and permanent installations in their culvert. Tyler Artichoker
Pleasant View/Ruin Canyon Pumping Plants—Dolores Project(CRSP Participating)—Continuation of pumping
plant replacements on Dolores Project. Work continues on spec development. Obligations possible in FY-14
Mark Wernke and Vern Harrell
Silt Pumping Plant—Silt Project(CRSP Participating)—Replacement of pumps used to raise water from
Colorado River to supplemental water project lands. Project to include other water efficiency improvements.
XCEL Energy plans to upgrade power transmission line to a higher voltage sometime between 2015 and 2017.
This will require a new transformer. Need to start planning and design soon in order to allow lead time
necessary for procurement etc. WCAO and Silt have installed a stage sensor to gather design data on the Pump
Canal. WCAO will continue to perform physical discharge measurements in order to rate the section. TSC is
converting scanned design documents to AutoCad to be used for design work after the design data has been
gathered. Working with WAPA,Xcel, and Silt to get Tap Line upgraded or change to distribution rate power.
Service Agreement in place with TSC for preliminary work to scope pumping alternatives. Should receive
pump conceptual alternatives by January 10,2014. Bob Norman and TSC rep, Jerry Waugh to attend Silt
Board meeting on January 15, 2014 to discuss alternatives. Bob Norman received Project Management Plan
(PMP) from Robert Zelenka TSC on February 14,2014. Total PMP budget showed $635,505.Bob
Norman traveled to Denver TSC for February 27th meeting to discuss cost of the project. Bob Norman
and Josh Dunham
2015 Proposals
A-LP Mussel Inspection and Decontamination—Power Office gave approval via email to accelerate this FY15
funding to immediately begin the design work. AutoCAD drawings of the City of Durango's concept for entry
station were received and routed to Environmental Planning group for initial cultural resources assessment, and
to Lands group for initiation of design. . Service Agreement with Regional Office Design Group was signed;
area will be surveyed week of June 2 and survey data provided to Regional Office by June 9. Schedule is to
have a final design and specification package completed by end of August 2014. Major obligation for this work
to begin 1st or 2" quarter FY 2015.
