New Mexico Projects <br /> 2012 Proposals -None Approved <br /> 2013 Proposals <br /> Navajo Reservoir Top Water Bank—Navajo Unit (CRSP Mainstem Unit)—WCAO-DUR lead. Proposal is <br /> pursuant to PL 111-11, Section 10401. Discussions continue with D.C. Solicitors, and the State of New Mexico <br /> (Office of State Engineer and Interstate Stream Commission). Final product will likely be a form contract with <br /> a set of rules and regulations for each water right holder that would like to participate. It is anticipated that the <br /> United States will execute an excess capacity contract with the State of New Mexico to use available storage in <br /> the reservoir for the Top Water Bank,which will outline the terms,conditions and obligations of the State. The <br /> State has hired a consultant(Ken Knox)to assist. The forth draft of the proposed rules and administration has <br /> been distributed to the working group. This group meets once a month and is composed of technical <br /> representatives of both the State and Reclamation. The State will be holding internal meetings to work on <br /> administration. State is moving forward and has a goal of 2015 implementation. Obligations will be mostly <br /> salary and are underway. Ryan Christianson and Susan Behery <br /> Hammond Evaluation Study—Hammond Project(CRSP Participating Project)—WCAO—DUR Lead Water <br /> efficiency improvement study. Tyler originally told Tetra Tech bid was $55k turned out to be $150k. Scope of <br /> work sent to State of New Mexico and Hammond to review. On June 4th,they decided to go with Tetra Tech. <br /> IDIQ Modification awarded June5th. Tetra Tech starting to work week of June 24th, 2013. Tetra Tech 57% <br /> complete on last progress payment. Contractor has proposed to eliminate seepage measurements and <br /> renegotiate contract requirements, stating that the assumed negligible seepage would be undetectable within the <br /> instrument margin of error, due to existing concrete lining. The State and the District are in agreement. <br /> Discussion needed with Contracting Officer. State of New Mexico is reviewing Tetra Tech's report. Final draft <br /> report received May 19th, and currently in review. Task Order performance duration has been extended from <br /> June 3, 2014 to August 3, 2014,to allow sufficient review time, and final document preparation. Reports <br /> completion are scheduled for August 2014. Tyler Artichoker <br /> San Juan Diversion Metering—Navajo Unit Operations (CRSP Mainstem Unit)—Evaluation.and improvements <br /> of water measurement facilities at diversions along the San Juan River below Navajo Dam. The plan is for the <br /> New Mexico OSE to evaluate sites, develop a list of needed equipment and provide to Reclamation. <br /> Reclamation will procure equipment and OSE will install, operate and maintain. OSE is currently evaluating <br /> and developing equipment list. Major obligations to begin 4th quarter FY-13. 8-1-13 No list from OSE. Blaine <br /> Watson, OSE asked about contracting procedures in mid-December. Crabtree and Artichoker provided <br /> information.Ryan Christianson and Susan Behery <br /> Navajo Reservoir Mussel Control—Navajo Unit(CRSP Mainstem Unit)—WCAO has a Service Agreement <br /> with TSC for design and associated work of temporary boat inspection and decontamination facilities at the <br /> Pine River Recreation Area, and conceptual design and feasibility of permanent inspection and/or <br /> decontamination facilities at the San Juan River Recreation Area,both located in Navajo Lake State Park,New <br /> Mexico. Asphalt repair,underground utility conduits, and paint striping are currently being completed for the <br /> temporary inspection facility under existing grant agreement between Reclamation and NM Parks (separate AIS <br /> funding,not CRSP).
