Grand Valley Water Users Association Agenda Item 17a <br /> September 21-22, 2016 Board Meeting(Updated September 22, 2016) <br /> Page 5 of 8 <br /> Water Supply Reserve Fund Grant <br /> Applicant Ft Fiscal Agent: Grand Valley Water Users Association <br /> Water Activity Name: Government Highline Canal Lining Project <br /> Water Activity Purpose: Agricultural/Environmental <br /> County: Mesa <br /> Drainage Basin: Colorado <br /> Water Source: Colorado River <br /> At the July 2016 Colorado Basin Roundtable meeting, the Roundtable recommended approval of the <br /> Government Highline Canal Lining Project application request for the following Basin and Statewide <br /> Funds: <br /> Amount Requested/Source of Funds: $15,000 Colorado Basin Account <br /> $285,000 Statewide Account <br /> $300,000 Total Grant Request <br /> Matching Funds: Basin Account Match: $15,000 = 5% of total grant request (meets 5% min); <br /> Basin Account a Applicant Match: $515,000 = 172% of total grant request (meets <br /> 25% min); <br /> Applicant Match: $500,000 = 63% of total project costs ($800,000) <br /> Objective: The objective of this grant is to fund repairs to the Government Highline Canal to support <br /> both agricultural and non-consumptive water users including deliveries to the Colorado River through <br /> the 15-Mile Reach. <br /> Discussion: This Project was included in the Colorado Basin Implementation Plan. Protection of the <br /> Cameo Call and rehabilitation of the Roller Dam and facilities was one of the top projects in the plan. <br /> The Project also aligns with the Colorado Water Plan as described in Section 6.5 Municipal, Industrial, <br /> and Agricultural Infrastructure Projects and Methods. <br /> Issues/Additional Needs: No issues or additional needs have been identified. <br /> Threshold and Evaluation Criteria: <br /> The application meets all four Threshold Criteria. <br /> Tier 1-3 Evaluation Criteria: <br /> Staff has reviewed and evaluated the applicant's grant documents and determined that they satisfy the <br /> Evaluation Criteria. Please refer to WSRF Application for applicant's detailed response. <br /> All products, data and information developed as a result of this grant must be provided to the CWCB in <br /> hard copy and electronic format as part of the project documentation. This information will in turn be <br /> made widely available to Basin Roundtables and the general public and will help promote the <br /> development of a common technical platform. In accordance with the revised WSRA Criteria and <br /> Guidelines, staff would like to highlight additional reporting and final deliverable requirements. The <br /> specific requirements are provided below. <br /> Reporting: The applicant shall provide the CWCB a progress report every 6 months, beginning from the <br /> date of the executed contract. The progress report shall describe the completion or partial completion <br /> of the tasks identified in the scope of work including a description of any major issues that have <br /> occurred and any corrective action taken to address these issues. <br />
