The target <br /> audience is high-level decision makers. The document will be produced no later than <br /> January 14, 2008, for distribution to CWCB members prior to its January 2008 meeting. <br /> Task 2. Loan Feasibility Study Document—Project Components Common to All <br /> 2a) Provide needed information on those common elements of the required Loan <br /> Feasibility Study that would need to be submitted by Users who desire to obtain <br /> funds through the CWCB loan program. Documentation would be provided for <br /> elements common to all applicants. This includes items such as: need and <br /> purpose of the overall Chatfield project; project description, alternatives identified <br /> (this element will be different for the Upstream and Downstream Users); <br /> preliminary costs estimates available from the Corps' initial economic feasibility <br /> analysis, as well as cost comparisons to identified alternatives; implementation <br /> schedule, including mitigation and potential permitting needs; institutional <br /> considerations for the overall Chatfield project; and social and environmental <br /> impacts from the draft FR/EIS. It is intended that this information could be <br /> submitted as part of loan applications made by the individual Users of the <br /> Chatfield Reallocation project, which would be submitted to the CWCB. <br /> CWCB's Water Project Loan Program Guidelines will be followed. <br /> Some of this information (e.g., social and environmental impacts) will not become <br /> public until the Draft Environmental Impact Statement (DEIS) is released by the <br /> Corps. As of September 28, 2007, the Corps was projecting its release by March <br /> 2008; however, this date may slip. A single document including these Loan <br /> Feasibility Study Common Elements will be completed within one month after <br /> the DEIS is released by the Corps. A draft will be provided by the end of <br /> February 2008. The draft will be based on publicly available information, as well <br /> as information from the Preliminary Draft Environmental Impact Statement <br /> (PDEIS), which will be available to CWCB and the District as cooperating <br /> agencies. The draft will be for internal review and comment by CWCB staff only, <br /> as this information is not available to non-cooperating agencies. <br /> 2b) Provide a summary of supporting information to accompany the Loan Feasibility <br /> Study Common Elements report that describes how an entity should use the <br /> common elements and what other information will needed to be supplied by the <br /> individual loan applicants to complete an application. This supporting <br /> information will be provided with the Loan Feasibility Study Common Elements <br /> report. <br />
