Project Description and Alternatives <br /> The purpose of this project is to provide a reliable measurement structure to accurately <br /> measure the flow of the Harmony#1 Canal during the diversion of water for the various water <br /> rights being used by the Julesburg Irrigation District. Three alternatives were considered. <br /> 1. Take no action <br /> 2. Rehabilitate the existing structure. <br /> 3. Construct a new structure to replace the old one. <br /> Alternative#1 was considered unacceptable because the failure of the existing structure would <br /> cause the inability to measure the water delivered as required by the State Engineers Office. <br /> Alternative#2 was ruled out because of the condition of the concrete and sheet piling of the <br /> old structure. This would drive expenses up to a point of near total replacement cost for the <br /> new structure, while having old crumbling concrete under the new, to further reduce the <br /> integrity of the structure. <br /> Alternative#3 was selected as the most desired to insure years of trouble free operation of a <br /> crucial structure of the system. <br /> The Selected Alternative, #3 involves the bypass of residual flows, de-watering the project site, <br /> excavating the area upstream of the existing structure, constructing a new weir and placing rip- <br /> rap on the upstream and downstream abutments, and removal of the old structure. <br /> The estimated cost of the project originally was quoted as $216,729 by Yost Construction and <br /> $219,810 by Concrete Specialties. The bids were determined to be too high and in further <br /> conversations with Concrete Specialties they would consider building the structure for time and <br /> materials. This is estimated to save the District $50,000 in construction costs. Concrete <br /> Specialties is also the contractor who built our Outlet Works project and Inlet Works project as <br /> well as the Lodgepole Creek Structure that were all paid with loan money from CWCB. <br /> Implementation Schedule <br /> The structure should be built in late September through late October of 2016 to allow for filling <br /> the Julesburg Reservoir in water year 2017 which begins November 2016. <br /> Page 7 of 13 <br />
