Project Service Are and Facilities <br /> The Julesburg Irrigation District provides water to a total of 25,600 acres of land through the <br /> Harmony#1 and Petersen Diversions. The District owns multiple direct flow decrees from the <br /> South Platte, serving lands on the North side of the South Platte River from Crook <br /> northeastward towards Julesburg and the Stateline with Nebraska, some 45 miles away. The <br /> District also operates lands within the State of Nebraska north of Julesburg on the Petersen <br /> Canal. Various crops are produced in the area including corn, alfalfa, wheat, soybeans, pinto <br /> beans, sugar beets and forage crops. A map of the service area is included in the Attachments. <br /> Hydrology and Water Rights <br /> The Julesburg Irrigation District owns several water rights. The District owns 100 shares of the <br /> Harmony#1 Canal, along with a contractual obligation to operate and maintain said Canal as <br /> given forth in the Canfield Agreement of 1904. This agreement was to enlarge and extend the <br /> Harmony#1, and build the Julesburg Reservoir complete with the outlet ditch. This decree was <br /> for 250 cfs decreed in 1895. The District owns the 1904 Direct Flow right to irrigate lands from <br /> the South Platte River diversion all the way to the Nebraska State Line. The 1904 right was <br /> decreed for 450 cfs. The 1905 fill right to the Julesburg Reservoir, decreed Priority#1 in the 944 <br /> Decree. This 1905 right was for 450 cfs and consists of 24,666 acre feet to fill the Julesburg <br /> Reservoir. The District owns 80% of the Petersen Canal and Reservoir Company, whose Direct <br /> Flow Decree is for 164 cfs dated 1895. The District owns the Settlers Ditch with has an Alternate <br /> Point of Diversion decree for 89 CFS, this decree was modified in 1989 from the original filing in <br /> 1897. The District has recharge decrees to recharge 12,500 acre feet of water into the aquifer in <br /> the 1995-2003 consolidated recharge decree. The District has a refill decree to operate a refill <br /> of the Julesburg Reservoir with 8079 acre feet decreed with an appropriation date of 1985. The <br /> average annual diversion in the last 3 years has been 54,423 acre feet. <br /> Page 6 of 13 <br />
