CWCB Construction Fund Loan Application
Other (describe)
3. If the project is for rehabilitation of an existing reservoir, is the reservoir currently under a storage
restriction order from the State Engineer? YES NO _ N/A
4. General location of the project. (Please include county, and approximate distance and direction from
nearest town, as well as legal description, if known.
Fremont County. Diversion located 2 miles southwest of downtown Penrose (see Study
Figure 6). Piping extends from Section 13, T19S, R69W, northerly along west lines of
Sections 12 and 1 of T19S, R69W; Sections 36 and 25 of T18S, R69W connecting to o the
Brush Hollow Reservoir in the northeast quarter of said Section 25.
5. Please provide a brief narrative description of the proposed project including purpose, need,
facilities, type of water uses to be served and service area. Attach separate sheet, if needed.
The project consists of the development of an additional base water supply for the District. The
project includes the acquisition, change in use and change in point of diversion of 10/12' of the
Pleasant Valley Ditch water rights. Said rights are projected to generate on average 339 acre -
feet per year of consumptive use yield. The water will be obtained through the installation of
seven shallow alluvial wells anticipated to be located in Section 13 lying immediately north of
the Arkansas River. The water will be conveyed through a 12 -inch water transmission line to
the Brush Hollow Reservoir. The Brush Hollow Reservoir will have its impoundment capacity
increased as a result of increasing the dam four vertical feet. The additional water supply is
required to enable the District to assure both its current and future users of an adequate base
water supply to meet raw water demands. See the attached Loan Feasibility Study for additional
discussion.
6. Will the acquisition of additional water rights be necessary? YES NO X
If YES, please explain.
The District does not need to acquire additional water rights over and above those that are the
subject of this application: however, the District is sensitive to the availability of additional
water rights on the Arkansas River that can be added to its base water sully. Such
diversification is deemed as prudent. Any additional Arkansas River rights considered for
purchase would be anticipated to be diverted through the facilities being constructed within this
project for use by the District.
