Marsha to incorporate into the next public process phases draft. <br /> (1) Participants in the public process will make a commitment to the process through their <br /> presence and work, not through a stated commitment. <br /> (2) "Balance" among stakeholder invitees is not required. Consensus does not mean <br /> majority. Voting is not a part of the community process. <br /> (3) A consensus was reached that public meetings should not place invited representatives at <br /> a head table and others outside the table, who may then participate only in a public comment <br /> period. All present should have an equal opportunity to participate. <br /> (4) Committee members should be present at public meetings to model appropriate process <br /> oriented behavior and to help keep the process on task and productive, through helpful questions <br /> to participants such as: What are your specific concerns? What is your specific interest? Do you <br /> have suggestions for the resolution of an issue? Committee members might need to meet before <br /> public meetings to discuss strategies with the facilitator to keep the public process productive. <br /> (5) Values to be discussed in Phase Two need to include social, cultural and economic <br /> values, in addition the natural resource values, i.e. the issues discussed in the sweep process as <br /> current and future water development needs. "Conflict" issues should be discussed with a more <br /> positive spin. <br /> (6) Marsha should continue as facilitator to community. <br /> 2 <br />
