(7) The facilitator should make clear to the group at every public meeting the key process <br /> rules, with respect for others' opinions, only one person may speak at a time, avoid taking <br /> positions, and seek to have a productive discussion founded in agreed upon facts. <br /> (8) Understand that recapping of the issues covered at prior meetings will be necessary,but <br /> need to develop community group member ethic of responsibility to be prepared for meetings <br /> and to make positive contributions. <br /> (9) End of Phase Two or beginning of Phase Three should include discussion of whether <br /> current protections already in place are sufficient. <br /> (10) Options (as opposed to alternatives) would range from no additional action necessary at <br /> this time to proposal of W&SR Act protection implementation through <br /> legislation. <br /> (11) The number of community meetings per stream might be as many as twelve, depending <br /> on of issues, amount of time for group to establish <br /> relationship. <br /> (12) Success should not be measured by legislating a final action. Success includes the public <br /> process of exchanging views and information, developing a common basis of understanding, <br /> 3 <br />
