ROUGH DRAFT 12/2/07 <br /> River Protection Workgroup <br /> Steering Committee Minutes <br /> November 7, 2007 <br /> Present at the meeting were: Scott Brinton, Ann Brown, Steve Fearn, Ann Oliver, Janice Sheftel, <br /> Mark Stiles, Chuck Wanner, Bruce Whitehead, Jeff Widen, and facilitator Marsha Porter-Norton. <br /> 1. Draft San Juan Public Lands ("SJPL") Revised Management Plan("Plan") <br /> Mark discussed the release of the draft Plan now set for December 14, 2007. A few paper <br /> copies will be available to the public,but because of the cost of the paper document, the Plan <br /> will generally be available on CD Rom or on the U.S. Forest Service website. Comments will be <br /> due within 90 days, unless the comment period is extended. Board public comments need to be <br /> received within the comment period, otherwise they could be considered ex parte remarks. Until <br /> the Plan Record of Decision is issued, however,no doors are closed. Therefore, SJPL will be <br /> able to consider the work of the Dolores River Dialogue("DRD") and the Committee and the <br /> final Plan will be able to include prospective actions such as if the Committee/DRD were to take <br /> "X" action, the SJPL could do "Y". Mark does not anticipate a governmental water roundtable <br /> meeting before the Plan release. <br /> 2.Public Process Phases First Draft Document <br /> (Minutes to not repeat prepared by Marsha. Items in the document and seem <br /> incomplete.0 Marsha presented the attached Public Process Phases document for Committee <br /> review and comment.
