provides an insight to the level of flow alteration that has occurred as water development <br /> has progressed over that time,the ORVs for Recreational Fishing and Floatboating exist <br /> in Segments 4-7 today in the context of the current,or most recent,flow regime. <br /> The flow record for the period from 1985 to the present generally represents both the <br /> level of flows in existence at the time that the BLM identified the ORVs and also the <br /> flows that can be expected to generally control the flow conditions into the foreseeable <br /> future. The operational pattern of the Historic Users Pool in Green Mountain Reservoir <br /> has been well established and is a major influence on flows in Segments 4-7 from mid- <br /> summer into the fall. The Shoshone and Cameo calls remain as key factors that bring <br /> water into and through Segments 4-7 in support of the ORVs. Historical water diversion <br /> patterns in the Colorado River above the confluence with the Blue River are also <br /> represented in the 1985 to present hydrology. Future changes to this regime are not <br /> anticipated to occur without attention being paid to environmental and recreational needs <br /> in Segments 4-7 and are subject to the senior water rights that currently bring flows <br /> through the ORV segments. As a protection mechanism, the filing of an instream flow <br /> could protect against future activities that could be identified to adversely impair the <br /> ORVs. <br /> 2. Historical Hydrology. Figures 2-4 are presented as a visual depiction of the <br /> basic flow regime associated with supporting and protecting the ORVs in Segments 4-7. <br /> The various flow exceedance values are presented to approximate how often current flow <br /> levels are expected to occur and allows comparison with critical and optimal times for the <br /> ORV needs. Division into dry,average and wet years provides further insight to the <br /> current flow regime for varying hydrologic conditions and allows additional comparison <br /> with identified ORV support and protection levels. It is anticipated that as additional <br /> information is gathered in this alternative management plan,the relationship between the <br /> ORVs in Segments 4-7 and the flows that occur each year will be better understood and <br /> the more critical flow periods can be focused on to provide information regarding <br /> protection of the ORVs. <br /> III. SG Program to Monitor ORVs <br /> pdo A. Goals of the Monitoring Program <br /> 1444‘41\12- The SG will develop a monitoring program. The monitoring program will: <br /> 1. Provide information about the ORVs as they currently exist <br /> Concept: This information,gathered over x(5?)number of years,combined with historical <br /> data and existing information,helps characterize the conditions of the resources supporting <br /> Outstandingly Remarkable Values("ORVs")(e.g.recreational fishing and recreational <br /> boating)at the time the BLM determined eligibility under the Wild and Scenic Rivers Act. <br /> ����� Efforts will be made to identify specific factors that may be adversely impacting the ORVs <br /> - ("Factors"). This information will characterize the ORVs identified in this Management Plan <br /> and further establish and refine the monitoring parameters for the ORVs and the Factors. <br /> Page 2 of 15 <br />
