Characterization of the ORVs and the Factors,including interim flow targets and recreational <br /> usage levels,will be evaluated, and modified if needed,based on the data gathered during this <br /> period. ORV targets and Factor goals will be developed. <br /> 2. Track status of ORVs and Factors <br /> Concept: This information will be gathered over the life of the Management Plan to monitor <br /> the status of the ORVs. Monitoring will be coordinated by the SG(or SG committee, <br /> described in paragraph B). However, efforts will be made to use information gathered by <br /> and available from other groups where possible. Success in protecting and maintaining the <br /> ORV targets assumes success of the Management Plan. Therefore, ORV monitoring data <br /> will be reviewed by the SG to evaluate the success of the Management Plan in protecting <br /> and enhancing the ORVs. Monitoring data will also be provided to the BLM as provided in <br /> paragraph D. 2. When monitoring indicates that the ORV targets are maintained, it is not <br /> necessary that the Factor goals are achieved. Nonetheless,individual and cooperative <br /> voluntary enhancement efforts may be implemented to achieve the Factor goals when ORV <br /> targets are met. <br /> 3. Trigger additional management activities <br /> Concept: If monitoring reveals that the ORV targets are not protected or are declining over <br /> time the SG will review the Factors monitoring data to determine which Factors may be <br /> adversely impacting the ORVs. The SG will determine whether additional management <br /> activities are needed and available to protect and/or improve the ORVs,as provided in <br /> Section_of the Management Plan. This concept does not preclude the SG from voluntarily <br /> choosing to implement other management activities to protect and enhance ORV targets and <br /> meet Factor goals in advance of receipt of monitoring results. <br /> B. Responsible Parties <br /> The SG will develop and fund a SG committee(Board, group,whatever,based on one member from <br /> each SG entity perhaps)that is responsible for the monitoring program(among other duties)... <br /> Through annual meetings or teleconference,the SG may propose and implement voluntary <br /> cooperative efforts to maintain ORV targets and Factor goals. <br /> C. Implementation of the Monitoring Program <br /> Information on the following parameters will be gathered to 1) characterize; and 2)to monitor the <br /> ORVs and Factors. <br /> Page 3 of 15 <br />
