IV. No later than July 15, UCRC will officially submit the following year's project proposals, <br /> along with a detailed justification for each project,to the Regional Director, Upper <br /> Colorado Region,Attention: UC-608. Immediately following receipt of official project <br /> proposals, Reclamation will assemble a review team for each proposal consisting of the <br /> following Reclamation representatives: <br /> a. Solicitor <br /> b. Power Office Representative <br /> c. Area Office Representative <br /> d. Acquisitions Representative <br /> e. Subject Matter Expert <br /> If clarification is needed or if a proposed project might be denied, Reclamation will <br /> contact the appropriate state representative and the UCRC,to discuss the proposed <br /> project before a determination is made. <br /> V. Following review, Reclamation will notify all Non-Federal parties,CREDA, and WAPA of <br /> all approved projects.At this time, Reclamation will provide comments on its decision <br /> and a POC within Reclamation for each project. The letter transmitting the list of <br /> approved projects will be reviewed and approved by the solicitor,the area office <br /> managers,and the Manager,Acquisition Management Division, prior to signature by the <br /> Regional Director. <br /> VI. Following decision notification, it is the responsibility of the state representatives for <br /> each project to initiate a meeting with their respective Reclamation POC. State and <br /> Reclamation POC's will meet to discuss and prepare detailed project plans including: <br /> a. Thorough budget documentation <br /> b. Projected timeline <br /> c. All documentation required for NEPA <br /> d. Applicable investigation, analysis,design, etc <br /> VII. Upon project initiation,the area office with oversight responsibility, will contact the <br /> Power Office,Attention: UC-608,to establish a cost authority.The Power Office will <br /> track expenditures and provide an accounting,on a quarterly basis,to the UCRC,area <br /> offices,and the Regional Director. Funds may be expended the year prior to project <br /> implementation to allow for advance planning. <br /> VIII. Status reports will be provided to UCRC and the State quarterly which will include <br /> progress on each project, contract status(if applicable) and status of fund expenditures. <br /> IX. Change in the scope of work for project proposals that have been approved should be <br /> submitted to Reclamation with a copy to the UCRC. Changes will be considered on an <br /> individual basis and will need separate approvals. New projects can only be submit <br /> with the annual submittal through the UCRC. <br />
