Bureau of Reclamation Upper Colorado Region <br /> Standing Operating Procedures <br /> April 27,2015 <br /> Subject: Annual Memorandum of Agreement(MOA) Project Selection and Tracking <br /> Process <br /> Purpose: To provide guidance for submitting, reviewing, selecting, initiating,and tracking <br /> projects under the MOA Concerning the Upper Colorado River Basin Fund. <br /> Guidance: Memorandum of Agreement Concerning the Upper Colorado River Basin Fund <br /> and Colorado River Storage Project Act <br /> Responsible Parties: Bureau of Reclamation, Upper Colorado Region (Reclamation);Western Area <br /> Power Administration (WAPA);the States of Colorado, New Mexico, Utah,and <br /> Wyoming(the States);the Upper Colorado River Commission (UCRC);and the <br /> Colorado River Energy Distributors Association (CREDA) <br /> General Overview of Process: <br /> The States and UCRC will convene independent from Reclamation each year to discuss <br /> and prioritize proposed MOA projects. It is the responsibility of the States to determine <br /> the priority of MOA projects based on discussions with Reclamation and availability and <br /> allocation of MOA funds. Reclamation may discuss potential MOA projects with the <br /> representative from each state. It will be the decision of each state to determine if that <br /> state wishes to forward the information on to other possible MOA project beneficiaries. <br /> Reclamation will not communicate directly with project beneficiaries regarding the use <br /> of MOA funding pertaining to potential project proposals, unless directed, in writing, by <br /> the state representative. <br /> The use of MOA funding by Reclamation to consider the feasibility of potential projects <br /> is prohibited unless directed, in writing, by the UCRC. <br /> II. No later than May 31,the States will submit a list of the following year's project <br /> proposals to UCRC. <br /> III. From June through early July, UCRC,along with the States,will prepare detailed <br /> justifications for the project proposals including: <br /> a. The estimated cost expressed in current year dollars <br /> b. The proposed date of project commencement <br /> c. Proposed phasing of the project <br /> d. Timetable for completion of project <br /> e. Legislative authority for project <br /> f. Point of contact(POC)from the applicable state <br /> Please see attachment for justification format. <br />
