A lam, e <br />Draft 1, 10 -1 -99 <br />Scope of Work, Part III <br />Back round <br />The State of Colorado has committed to increase flows at the <br />Julesburg gauging station during the period of April through September by <br />an average of approximately 10,000 acre -feet over the flows that would <br />otherwise occur during that period. To do this, the State has proposed the <br />Tamarack Plan, a water re- regulation project that will utilize wells, ditches, <br />reservoirs, recharge sites and other facilities to accomplish those goals. The <br />facilities of the Tamarack Plan are planned to be developed within the 40 <br />mile reach of the South Platte River above the state line with Nebraska. <br />The actual configuration and components to be included within the <br />Tamarack Plan have not been finalized. The main purpose of this task is to <br />provide technical support to the State of Colorado in designing and <br />finalizing the Tamarack Plan. The task includes identifying potential <br />projects that could contribute to Colorado's re- regulation goal, performing <br />feasibility level investigations of the potential projects, and incorporating a <br />group of such individual projects into a final configuration that would meet <br />the goals of the Tamarack Plan. <br />2 _s The South Platte Lower River Group, Inc. has investigated several <br />potential projects that could become contributing facilities to the Tamarack <br />Plan. Significant work has already been done on the Tamarack "Project," <br />which is a ground water re- regulation project located on lands owned by the <br />Colorado Division of Wildlife (CDOW). The Tamarack "Project" has been <br />__<,7 completely designed, and partially built. The extent of future construction <br />on this site will be determined based on the extent of contributions that are <br />provided through other projects that are identified to be included within the <br />Tamarack Plan. Several other project opportunities that have been identified <br />will require additional 'analysis in order to determine their usefulness to the <br />Tamarack Plan. - <br />In order to make the Tamarack Plan efficient and flexible, it is <br />expected that the components of the Tamarack Plan will be developed on <br />
