Members CWCB <br /> September 10 , 1984 <br /> Page three <br /> and in general offered a very thorough critique of the proposal and <br /> were quite articulate in stating their concerns about the proposal. <br /> David and I suggested that it would be most helpful to us if the <br /> association would form a committee that could examine our proposal <br /> in detail and with whom we could subsequently work. It is our under- <br /> standing that the association has elected to form such a working <br /> committee. While I have not yet had the opportunity to get back to <br /> the association, I would expect to do that before the month is out. <br /> The third major activity in which I have been involved since the <br /> last Board meeting concerns the meetings of the Western Governors ' <br /> Association. I have consulted frequently with the staff of the <br /> Western Governors ' Association in the preparation of briefing materials <br /> for the Governors and in seeking information on the positions of the <br /> other states . In addition, of course, we have prepared materials for <br /> David Getches and Governor Lamm for the Governor's attendance at the <br /> meetings of the Western Governors ' . The work with the Western <br /> Governors ' Association has , I believe, been most fruitful in that it <br /> has given us a perspective on how the federal power issue is perceived <br /> in other western states and how best one might refine and package our <br /> proposal in order to maximize the probability of its moving forward. <br /> BMcD:mm <br />
