- <br /> Members , CWCB <br /> September 10, 1984 <br /> Page two <br /> I recommend that the Board enter into a contract with the two <br /> districts subject to the two changes noted above and direct the staff <br /> to execute the contract and proceed with its processing. <br /> Western Governors' Association Activities <br /> At the July meeting, I advised the Board of the general discussion <br /> which the Western Governors' Association had at its late May annual <br /> meeting of the federal hydro power revenue issue. The Western Governors <br /> held a second informal meeting in late July to discuss this matter <br /> further. Out of that meeting came a decision that the Governors would <br /> meet with representatives of the preference customers in a meeting <br /> which is now scheduled for October 1. <br /> I will brief the Board further at the meeting on the outcome of <br /> the Governors ' July meeting and our expectations for the October <br /> meeting with the preference customers . <br /> Other Activities <br /> In an effort to further explore our proposal with the preference <br /> customers , meetings have been held with a number of entities and <br /> associations since the last Board meeting. I will briefly summarize <br /> these below and report on them more completely at the Board meeting. <br /> First, Governor Lamm met with representatives of the American <br /> Public Power Association (APPA) , the National Rural Electric Cooperative <br /> Association (NRECA) , and the Colorado River Energy Distributors Asso- <br /> ciation (CREDA) immediately prior to the late July meeting of the <br /> Western Governors ' Association. At that meeting, the preference <br /> customers expressed a number of concerns about our proposal and asked <br /> that they be more thoroughly advised of how we expected to proceed. <br /> As a consequence, Governor Lamm asked that I meet with APPA and NRECA, <br /> which I did while in Washington, D. C. the last week in July. <br /> Second, David Getches and I, at Governor Lamm's request, had a <br /> lengthy meeting with members of the Colorado Association of Municipal <br /> Utilities (CAMU) . The association is made up of those municipalities <br /> in Colorado which receive hydro power either from the CRSP system or <br /> the Missouri Basin system. The resources from both systems are <br /> marketed by the Western Area Power Administration. <br /> The CAMU representatives asked a wide ranging number of questions <br />
