Power Revenue Proposal
West Divide Project
As you will recall, the Board voted to make moneys from the
construction fund available for the rescoping and reformulation of
the San Miguel and West Divide projects at its March Board Meeting.
Subsequently, contracts to provide for such rescoping and reformula-
tion were presented to the San Miguel Water Conservancy District in
the case of its project and to the Colorado River Water Conservation
District in the case of the West Divide project. The contract with
the San Miguel District was executed early this summer and work is
getting under way.
With respect to the contract with the River District, I am now
advised that the River District has concluded that it will proceed
with the execution of the contract subject to two changes : (1) the
contract will be with both the River District and the West Divide
Water Conservancy District, with the latter district contributing
$1,000 towards the $20,000 cost sharing required by the Board, and
(2) the River District has proposed the inclusion of a new paragraph
in the contract to read as follows :
8. The Contractor has no obligation to support legislation
which may be advocated by the State of Colorado con-
cerning the utilization of Colorado River Storage
Project (CRSP) power and/or water surcharge or other
revenues which may become available for the construction
of water resource projects in Colorado, nor is there an
obligation to support the disposition and/or investment
of those funds , which may become available as a result
of such legislation.
