• <br /> Gene Jencsok said that the CWCB got what they could for • <br /> South Boulder Creek - it would have been very difficult to get <br /> much more. The CWCB staff planned to investigate water manage- <br /> ment schemes with the senior water right holders (Lafayette, <br /> Louisville, etc. ) to have them leave more water in the stream. <br /> Agenda Item 19 - Colorado River Salinity Control Program <br /> Mr. McDonald reviewed the status of the salinity legislation <br /> currently pending before Congress . The Senate Bill, S . 752, was <br /> given a hearing last fall and is now going through "mark-up. " A <br /> "clean" bill is expected in February. The House version, H.R. <br /> 2790, has not received a hearing and a date has not been set. <br /> Hopefully, this legislation will be passed before the end of this <br /> session. <br /> Mr. McDonald stated that the seven basin states have agreed <br /> to several amendments to the current legislation. They are: <br /> 1. Front-end financing of the federal portion of salinity <br /> projects will be allowed, <br /> 2. Operation and maintenance costs of the agricultural <br /> salinity control projects will be a non-federal re- <br /> sponsibility only to the point that it does not exceed <br /> existing costs for operation and maintenance, <br /> 3 . Replacement costs for agricultural salinity control <br /> projects are a federal responsibility, <br /> 4. Salinity control projects shall comply with substan- <br /> tive state water laws (language is currently in H.R. <br /> 2790 and will be incorporated into S. 752) , <br /> 5. The authorizing language for the Dolores Project shall <br /> be changed to allow salinity control as a project pur- <br /> pose and thus allow some of the costs for the con- <br /> struction of the Towaoc Canal to be charged to <br /> salinity control, and <br /> 6. Gives the Bureau of Reclamation the authority and <br /> funding to formulate a lateral organization effort. <br /> Mr. McDonald mentioned that David Getches has replaced Monte <br /> Pascoe on the Colorado River Basin Salinity Control Forum. He <br /> also stated that the W. R. Grace Company has sold its interest <br /> in Aquatrain to Western Water Reserves, Inc. , a Colorado corpora- <br /> tion backed by two individuals, Mr. Thomas P. Clark of Boulder, <br /> Colorado, and Mr. David Williams, Jr. of Tulsa, Oklahoma. The <br /> Aquatrain project, originally conceived using salt water as a <br /> transport medium, is currently considering carbon dioxide as <br /> the transport medium.
